On December 30, 1922, the Russian Soviet Federated Socialist Republic, the Transcaucasian Soviet Federated Socialist Republic, the Ukrainian Soviet Socialist Republic, and the Belorussian Soviet Socialist Republic form the Union of Soviet Socialist Republics (USSR). The USSR Central Executive Committee proposes a new federal constitution on July 6, 1923. The second Congress of Soviets of the USSR adopts the new constitution on January 31, 1924. The legislative Congress of Soviets of the USSR is created as part of the new constitution. Vladimir Lenin dies on January 21, 1924, and a power struggle results. Joseph Stalin becomes uncontested dictator by late 1924. On September 2, 1924, thousands of members of the Zionist movement are arrested and exiled. Over one hundred more influential Zionists are jailed and exiled on March 16, 1926. Ongoing anti-religious efforts by the USSR are strengthened by a constitutional amendment on May 22, 1929. The USSR joins the League of Nations in September 1934. On December 5, 1936, the legislative Congress of Soviets of the USSR implements a second constitution known as the "Stalin Constitution." The second constitution creates the legislative Supreme Soviet (Verkhovny Soviet), which replaces the All-Union Congress. Nazi Germany and the USSR sign the Nazi-Soviet Pact on August 23, 1939.
