The African National Congress operated underground or in exile. The African National Congress operated underground or in exile. South Africa ignored the United Nations' demand to terminate the mandate over South West Africa (Namibia). Despite Israel's support of the United Nations efforts at sanctions against South Africa, South African-Israeli relations improved after the 1967 Arab-Israeli War. White university students protested the apartheid policies and the black workers staged strikes. Rioting broke out in the black township of Soweto in 1976, resulting in more riots in other towns. The death of Steven Biko while in police custody led to more conflict. As the racial strife increased in the 1960s and 1970s, many Jews emigrated from South Africa. During the administration of P.W. Botha, the black homelands of Transkei, Bophuthatswana, Venda, and Ciskei gained autonomy, an independence recognized only by the homelands and South Africa. (en-US)
